Description

The Pipeline Integrity Administrator is accountable to support and oversee field-related activities related to the Transmission Integrity Management Program (TIMP). This position will coordinate various inspection contractors, ensure work sites are prepared and ready prior to contractor arrival, ensure that procedures are followed, and ensure that contractual obligations are met. This person drives quality and safety expectations and coordinates activities with other disciplines on the project.

Functional Expertise:

  • Monitors and oversees assessment activities on natural gas transmission pipelines

  • Performs field inspections of contractor crews to ensure compliance with project specifications, procedures, permitting requirements, locate requirements, etc.

  • Reviews, approves, and submits vendor invoices for payment.

  • Procure necessary project materials following Company processes.

  • Obtain all necessary permits required to perform field-related Integrity Assessment activities. Prepare all documentation as necessary. Submit permits in accordance with agency specifications.

  • Utilizes appropriate standards and resources to determine pipeline remediation

  • Assist with site and structure identification, as necessary, to support HCA analyses

  • Develops Statements of Work (SOWs) for Integrity Assessment activities

  • Monitors assessment activities to ensure efficiency and effective utilization of resources.

  • Monitor contractor adherence to written contracts

Business Acumen:

  • Coordinates and schedules contractors to perform Integrity Assessments

  • Reviews and approves Integrity Assessment reports and documentation to ensure completeness, accuracy, and compliance with TIMP requirements. Works with vendors, as necessary, to correct reports prior to accepting

  • Assists with collecting data, as necessary, to support risk analyses

  • Understands cost drivers for Integrity Assessment activities and provides support in developing budgets and variance reporting

  • Seeks innovative solutions and technologies to improve quality and efficiency in performance of assessment activities

Engagement:

  • Provides regular reporting regarding assessment activities to key stakeholders

  • Coordinates with both internal and external stakeholders to ensure successful completion of assessment activities (i.e. gas control, engineering, field operations, supply chain, land management, environmental, etc.)

  • Establishes and maintains positive communications and relationships with external contractors / vendors as well as with internal stakeholders

  • Mentor and train entry-level pipeline integrity coordinators

Driving Results:

  • Monitors assessment progress to ensure completion within required deadlines

  • Performs and documents objective vendor evaluations to drive quality in work performed.

  • Constructs project schedules and assigns roles/responsibilities to ensure successful completion of assessment activities

  • Actively identifies and communicates alternative plans or courses of action when project schedules are at risk

  • Measure and monitor the status of projects of entry-level pipeline integrity coordinators

Education, Certifications/Licenses & Related Work Experience:

Required:

  • Candidate must possess a valid driver’s license.

  • High School Diploma or equivalent GED

  • Pipeline Construction, Operations, or Inspection Experience

  • Equivalent combination of 5-7 years knowledge and experience in construction and/or distribution operations in a gas utilityOR

  • Bachelor’s Degree (technical field) with 2 years Pipeline Integrity Management Assessment experience AND 1 years Project Management experienceOR

  • 2 years Pipeline Integrity Management Assessment experience AND 3 years knowledge and experience in construction and/or distribution operations in a gas utility

Preferred:

  • BS Engineering

  • Project Management Certification

  • Corrosion Control / Cathodic Protection experience

  • Supervision experience

Specific Skills & Knowledge:

Required:

  • MS Office – intermediate proficiency

  • Knowledge of regulatory codes and industry standards pursuant to Pipeline Integrity Management: 49 CFR 192, Subpart O; ASME B31.8S; NACE SP0502; etc.

  • Knowledge of pipeline integrity assessment methodologies

  • Knowledge of steel pipeline repair methodologies

  • General understanding of pipeline construction procedures and practices

  • Project management

  • Ability to organize and prioritize workload.

  • Attention to detail

  • Ability to solve complex problems and arrive at preferred solutions

  • Ability to read, interpret, and implement codes, standards, and procedures

  • Ability to identify process improvements and work with others to develop appropriate processes and procedures

  • Ability to make appropriate decisions

  • Excellent oral and written communication skills.

  • Ability to work both independently and as part of a team.

Preferred:

  • Pipe failure analysis

  • Root cause analysis

  • Geographic Information System (GIS) proficiency

  • PeopleSoft Financials proficiency

Working Conditions/Physical Requirements:

  • Walking construction sites and excessive driving up to four (4) hours at a time

  • Frequent local travel with the potential for occasional (5% - 20%) overnight travel

  • Keyboarding – frequent (50% - 85%)

  • On-call as needed

  • Working in both office and field environments

  • May work near or with moving mechanical parts

  • May be exposed to fumes, airborne particles, or chemicals

  • Exposure to excessive noise

  • Prolonged standing or walking

  • Reaching above shoulder level

  • Bending, kneeling, crouching, and crawling
