Description

The purpose of this position is to execute the Leak Survey program for compliance with federal and multi-state pipeline safety rules in 11 state jurisdictions as well as both regulated and non-regulated storage field operations. This position operates in a shared services role. The incumbent will be responsible for maintaining regulatory compliance for leak survey activities on facilities including, but not limited to: inside meters, distribution systems, transmission pipelines, business districts, vertical main, and storage fields.

Functional Expertise:

  • Ensures that leak survey data is updated and maintained in the appropriate system

  • Implements winter / frost cast iron leak surveys

  • Develops and maintains written processes and procedures specific to leak survey work

  • Develops and maintains written processes and procedures specific to inside leak survey work

  • Develops and maintains written processes and procedures specific to atmospheric corrosion work

  • Ensures that graded leak data is updated and maintained in the appropriate system

  • Ensures that atmospheric corrosion survey and repair data is updated and maintained in the appropriate system

  • Ensures that inside leak survey data is updated and maintained in the appropriate system

  • Develops and maintains appropriate Quality Assurance (QA) / Quality Control (QC) processes and measures to validate and ensure quality of the work performed

Business Acumen:

  • Administers compliance monitoring of leak survey records to ensure compliance with applicable regulations, policies, and procedures

  • Prepares annual leak survey plan to ensure compliance with applicable regulations, policies, and procedures

  • Tracks and monitors completion of the work against the defined project plans to ensure compliance

  • Designs, develops and maintains compliance data monitoring systems to be utilized by Resource Management for visibility and planning purposes

  • Monitors, generates and assigns leak re-evaluations activities to internal and external resources to ensure compliance

  • Identifies issues or problems that could affect performance of the work and develop appropriate solutions to ultimately ensure success

  • Administers compliance monitoring of graded leak records to ensure compliance with applicable regulations, policies and procedures

  • Administers compliance monitoring of inside leak survey records to ensure compliance with applicable regulations, policies and procedures

  • Administers compliance monitoring of atmospheric corrosion records to ensure compliance with applicable regulations, policies and procedures

  • Maintains the company O&M Leak Manual and appendices to ensure company policies are accurately documented and communicated with regulatory agency

  • Prepares annual compliance program reporting to be presented to the state regulatory agency for auditing purposes

  • Prepares and tracks against budget for contracted leak survey.

  • Prepares supporting documentation and data necessary for Operations to prepare leak survey budgets for use of internal resources.

  • Analyzes and interprets data to identify problems and trends. Takes appropriate and timely actions to correct or improve.

Engagement:

  • Coordinates leak surveys for special projects (i.e. uprates)

  • Identifies computer application improvements required and coordinates with IT as necessary to implement

  • Coaches and develops employees within span of control.

  • Collaborates and builds effective relationships with various stakeholder groups.

  • Coordinates the efforts of cross departmental committees to ensure compliance.

  • Provides leak survey, inside leak survey, leak re-evaluations, leak repair and atmospheric corrosion requirements to project teams developing or modifying enterprise work management systems

  • Establishes goals and objectives for the department to ensure compliance activities are met and to drive continual improvement.

  • Provides leak survey-related support to Integrity Management Departments when determining appropriate Accelerated Actions and Preventive & Mitigative measures.

  • Provides relevant, timely metrics and data to relevant stakeholders

  • Elevates issues, problems, or concerns to the appropriate level in a timely manner to ensure resolution

Driving Results:

  • Ensures business districts are defined and updated on a timely basis

  • Process invoices and accruals on a timely basis.

  • Ensures inside leak survey customer communication process is properly executed.

  • Identifies proper timing for the activation of ILS and AC inspection characteristics in CC&B

  • Generates inside leak survey disconnect notification activities to be executed in the field

  • Implements leak survey-related Accelerated Actions to support Distribution Integrity Management (DIMP) (actions identified by others)

  • Implements leak survey-related Preventive & Mitigative (P&M) measures to support Transmission Integrity Management (TRIMP) (actions identified by others)

  • Develops processes and associated tracking measures to drive change, improve metrics, and achieve goals

Education, Certifications/Licenses:

Required:

  • Bachelor’s Degree – Preferably in Engineering, Mathematics, Information Systems, or other technical disciplineOR

  • Equivalent education and experience

Related Work Experience:

Required:

  • 2 years

Preferred:

  • Experience working in a regulated environment, preferably utility operations

Working Conditions/Physical Requirements:

  • Travel: Occasional local and overnight travel (5 – 20%)

  • Physical Demands: This position requires the ability to lift up to 10 pounds.

  • Work Environment: The incumbent works primarily in an office environment.

  • The incumbent may work occasionally in varying outdoor weather conditions.
